CIELITO MAY T. VELASQUEZ-ZARCO (ctv@fmh.ph) received her Juris Doctor degree from the University of the Philippines in 2008 and was admitted to the Bar in 2009. She received her Bachelor of Science degree in Business Administration and Accountancy from the University of the Philippines College of Business Administration in 2003 and passed the Accountancy Licensure Examination in October 2003.

Ms. Velasquez is part of the Taxation, Corporate, Commercial & Finance, and Public-Private Partnerships practice groups of the firm. Ms. Velasquez has substantial experience representing clients before the Court of Tax Appeals and Regional Trial Courts in tax assessment and refund cases. She also assists clients in their assessment issues before the Bureau of Internal Revenue and local government units. She has competently rendered opinions to corporate and individual clients on corporate and tax concerns, including tax planning, structuring involving cross-border transactions, and trade regulation. Ms. Velasquez is heavily involved in the corporate and commercial practices of the firm and has handled various projects including joint ventures, investment transactions, legal due diligence reviews for mergers and acquisitions, post-acquisition concerns, general corporate work, and contract drafting and review for various high profile transactions. 

Recently, Ms. Velasquez has been immersed in the PPP practice of the firm and has since handled projects involving the evaluation of proposed PPP projects. She is also part of the team that handles data privacy consulting engagements of the firm.
